World Rugby and the Samoan government have started an urgent action plan to save national rugby teams. Thus, this firm deal ensures that Samoa will play at the Rugby World Cup 2027 without administrative trouble. World Rugby Chair Brett Robinson led good talks in Apia this week to finish the deal.

Prime Minister Hon. Laaulialemalietoa Leuatea Polataivao Fosi Schmidt joined Brett Robinson to fix deep administrative fights. Earlier this year, the Prime Minister raised big worries about Lakapi Samoa and its internal management. So, global leaders stepped in fast to guard elite players and keep national participation in upcoming global tournaments.
All leaders agreed that national high-performance paths must run smoothly during the ongoing governance check. As a result, Samoan teams stay fully dedicated to the World Rugby Nations Cup and world sevens tours. Meanwhile, normal local rugby events across the island country will continue on time without any outside interference.
Lakapi Samoa Self-Suspension and Independent Review Details
Big fights between union bosses, board members, and government leaders forced an instant administrative change. Under the new rules, Lakapi Samoa took a voluntary self-suspension from the top World Rugby Council. This short removal takes effect right away and stays active throughout the whole organizational review process.
Also, a Samoan-led Independent Review Group will now check all governance issues inside the national rugby union. Both Lakapi Samoa and the Samoan government must together back every member named to this review panel. Meanwhile, a separate World Rugby oversight committee will check the union on strict global membership rules.
- Lakapi Samoa steps down from the World Rugby Council with immediate effect.
- An independent local panel will check all union governance and management practices.
- The Olympic committee takes full charge of all national high-performance Rugby World Cup 2027 work.
- Local home rugby leagues across Samoa will keep running without any pause.

To get Council status, the national union must send a formal request to the Executive Board. Next, the Executive Board must give a good note back to the main World Rugby Council. Until the union meets every single governance rule, the pause will stay firmly in place.
How SASNOC Safeguards High-Performance Teams for Rugby World Cup 2027
To stop operational mess, leaders moved high-performance control to the Samoa Association of Sports and National Olympic Committee. Thus, SASNOC will run all top national rugby matters with a newly named stewardship group. This joint leadership team now guides both on-field prep and off-field plans for every national squad.
Mainly, this change brings steady preparation for the men’s team ahead of RWC 2027 next year. In addition, SASNOC will help the women’s national squad during the next WXV Global Series Challenger event. Leaders thanked the Olympic committee for stepping up fast to guard player paths and global chances.
Without this quick help, administrative stops could have hurt player prep for top global games. Instead, coaches and players can now focus fully on training camps and smart gains on the field. Money and planning peace will give Samoan rugby a much firmer base over the next months.
Ranking Drop and On-Field Struggles Before RWC Tournaments
Off-field management mess has clearly hurt recent scores on the field for both Samoan national teams. Right now, the men’s team sits at an all-time low of twentieth in the World Rugby Rankings. In addition, the team won just one of its first three games during the Rugby World Cup 2027.

Likewise, the Samoan women’s national team faced a hard run at their recent RWC event last year. Across three big group losses, the hurting side scored just three points while giving up two hundred twenty-five. So, fixing the broken high-performance system stays key to bringing pride to both national rugby programs.
In the past, the Samoan men have played at every single Rugby World Cup since making their start in 1991. Yet, they barely passed the entry test for the next event after a tense qualifying run. The islanders got the twentieth ticket to the world show via the close Final Qualification Tournament.
Preparing for Rugby World Cup Australia Pool Clashes Ahead
